PULPWOOD SUPPLY
@ http://www.gunnspulpmill.com.au/iis/supp/robert_de_fegely_ews.pdf
Expert Witness Statement of Mr. Andrew Robert de Fégely,
Expert of Gunns Limited
|
(a)
|
@ 3 SCOPE > 3.1 Instructions
> 7th dot point (page 3):
Comment on whether the supply of feedstock to the
pulp mill will result in an intensification of forestry operations
in Tasmania, on a state or regional basis, where "intensification"
is defined as including an increase in the rate of conversion
of native forest to plantations and/or the development of
plantations on agricultural land and sivicultural practices.
www.Sydney-Law.com NOTE
: intensification of forestry operations would
normally have the meaning of just that, and in that context,
the Turnbull statement "There will be no
additional logging needed to support the mill...",
(because there is to be no additional intensification
of forestry operations as stated at paragraph 65 in his department's
Recommendation
Report) would normally mean that there would be no additional
logging to what is currently undertaken. However, intensification
has been redefined to not mean that at all, it actually means
an intensification of the capacity (Available Pulpwood
Volumes) which is shown in figure 6-21 and figure 6-22
below. Gunns currently utilises 3.4 million tonnes of
the available pulpwood resource per annum (Gunns
Ltd Annual Report 2006-07) |

@ 4 FINDINGS > 4.3 Business-as-Usual
Outlook > End-use changes (page 9):
While the draft IIS does not specifically make the
point, it is implicit from the analysis and modelling presented
in section 6.2 of Volume 1 of the Draft IIS that woodchip
exports will continue once the pulp mill becomes operational.
However the Draft IIS did not provide an explicit scenario
showing this.
www.Sydney-Law.com
NOTE : this confirms the continuation of woodchip exports
after the pulp mill becoming operational and shows how Gunns
sought to NOT make that obvious. In fact Gunns has made several
deceitful misrepresentations along the same lines as minister
Turnbull, in order to actively conceal the actual logging
intensification that is to occur. |

being the Native Forests component of the total component
that is earmarked for available logging, pulping and conversion
to plantation, all of which is excluded to be described as
intensification by way of the intensification
redefinition at the SCOPE instructions at 1(a).

THE TRICK
|
|
3.
|
Millions of additional trees will be logged as
a result of the Pulp Mill intensification component,
however minister Turnbull deceitfully chooses to use
the redefined intensification
(as set out at 1(a) above)
instead of the normal meaning of the word and then fraudulently
fails to disclose this fact when the redefinition has
been squirreled away in volumes of documentation
that the public and his constituent voters in Wentworth
will not look for, let alone find, at this Federal Election
time.
See below how the High Court views similar conduct.

|
|
|
4.
|
RESULT :
There will be additional logging needed as a result of
the mill, but because of Turnbull turning tricks, his electorate
at election time will be defrauded into thinking that the
forests are safe from logging intensification when in fact,
it is likely to double.

....."To announce an opera as one in
which a named and famous prima donna will appear and then
to produce an unknown young lady bearing by chance that name
will clearly be to mislead and deceive. The announcement would
be literally true but none the less deceptive, and this because
it conveyed to others something more than the literal meaning
which the words spelled out."..... |
